[Openstack] [openstack-dev] Unable to start Horizon after successfully installation through devstack.

Hi Hitesh,

It seems django_compressor has a bug, and shows this kind of error when
there is actually another error. Try setting

COMPRESS_ENABLED = False

And see if there is another error with the app.
