Open Stack

The OpenStack Technical Committee ("TC") met in #openstack-meeting at
20:00 UTC yesterday.

Here is a quick summary of the outcome of this meeting:

* The Heat project was granted Incubation status and will
therefore be able to access additional OpenStack common resources,
including tapping into CI, QA and Release management teams.

* At the request of the Board of Directors, the TC discussed the future
of the Incubation process. Given the variety of opinions and the breadth
of the subject, it was decided to move that discussion to the
openstack-dev mailing-list, so that the TC can better define its
position before a future joint discussion with the Board of Directors.
Once the Incubation process and what is "OpenStack Core" will be better
defined, the TC will revisit the currently-incubated projects to check
if they still fulfill the new definition, if any.
