I think the -announce list can be used as a reference channel, from
where given posts can be highlighted in Twitter, blogposts, weekly
newsletter, etc.

In addition to mentioning the list on "getting started" pages, if you
keep on pointing to the -announce archived posts when tweeting about
something, some people will realize subscribing to the source will give
them earlier access to the information. If they care enough, they will
subscribe.

I think we should also formally announce things like elections and
election results on that (reference) channel. Obviously the news would
be echoed in a lot of other channels, like the OpenStack blog/newsletter.
