[Openstack] Quantum+Openvswitch: could not open /dev/net/tun: Operation not permitted

Your user is probably not in the libvirtd group. You can add it to your
user by running:

# sudo usermod -a -G libvirtd `whoami`

If there is no libvirtd group add the group first:

# sudo groupadd libvirtd
