[Openstack] What does "nova migrate" do, exactly?

Hi Florian,

I don't know for sure what this instructuction does, but if it's true what
you're suggesting, I agree "upgrade" or "configuration-upgrade" (similar
construction to other nova-related command-line instructions) would be less
confusing.
