[Openstack] Essex-3 milestone proposed candidates

Hi everyone,

Milestone-proposed branches were created for Keystone, Glance, Nova and
Horizon in preparation for the essex-3 milestone delivery on Thursday.

Please test proposed deliveries to ensure no critical regression found
its way in. Milestone-critical fixes will be backported to the
milestone-proposed branch until final delivery of the milestone, and
will be tracked using the "essex-3" milestone targeting.

You can also test the Glance & Nova candidates on Ubuntu by enabling:
 ppa:nova-core/milestone-proposed (should be there in a few hours)
 ppa:glance-core/milestone-proposed

Our two incubated projects, Quantum and Melange, also had their
milestone-proposed branches cut, and have tarball candidates up for
testing (except Quantum which is blocked by a tarball-generation job
fail, should be there in a few hours).

The current plan is to deliver Essex-3 Thursday morning, US time.

Unrestricted trunk development continues on essex-4, though most
projects entered a feature-frozen period. Core developers, please be
extra-careful in your reviews. Developers, if you have a harmless
feature you want merged, you should request a feature freeze exception
to the corresponding PTL (an ML thread is the best way to achieve that).
