[Openstack] devstack: excercises script other than shell scripts

IMO devstack scripts should be simple and test the system from a user's perspective. Hence it would be nice to stick to the external APIs.

Those should probably go into tempest.

The goal for exercises is that they are simple tests of the CLI that
users can read to see how to use the cloud.
