That's because Keystone was not a core project until the Essex cycle.
Doesn't mean it can't have a diablo release tarball, though.

Keystone is going to follow the common versioning, i.e. Essex will be
finally named 2012.1. Previous milestones are going to be alphas of
2012.1, named essex-1 to essex-4.
