[Openstack] External access IP for hybrid environments

I'd appreciate any feedback you may have on a blueprint I've proposed:

In essence, I'm proposing the addition of a "primary IP address" to an instance for use by external tools such as CloudKick. This address is segregated from the default Public IP and can be overwritten by the user in case the instance is hidden behind a NAT device in a hybrid deployment (i.e., a physical router sending packets to a private IP address behind a firewall). This needs to be in the API so that external tool vendors can rely on its existence and not have to jump through hoops to support hybrid environment (and was motivated by our experience with that here at Rackspace).
