[Openstack] Toggling Interface Status During Server Create

Hey all,

I just submitted a blueprint for toggling interface status during a server
create.  It looks like in API 1.1, there is a public and a private
interface in the server create response buy default, but I donĀ¹t see a way
to disable one of these interfaces to facilitate private-only
guest/instance communication.  The main use case would be for operators to
deploy new guests/instances with public interfaces disabled for security
reasons.  For instance, deploy a database server that only communicates
over the private interface to web servers.

I would love go get some feedback on the right method for implementing
sending in a request to disable an interface and the right method for
returning which interfaces are enabled/disabled.
