[Openstack] Nova: Admin API blueprints

The server actions (suspend/resume) have been completed, but we're
discussing whether those should be part of the core API or an extension.

The user and services actions have NOT been completed, but scheduled for
implementation by the Ozone team. We're targeting them for completion by
the end of September.
