Hi Michael,
Thanks for raising this topic. One of the main purposes with Official
OpenStack User Group is to promote the recognition of active OpenStack
user groups with great community engagement. Although TWOSUG is one of
the earliest developed user groups, however, there are some issues in
the user group which prevent it from being considered as officially
recognised (they are addressed below).
Darren Huang (from gov perspectives) and I (from community perspectives)
have been working closely with the Foundation towards recognising TWOSUG
as an official user group.
I've also made an annual plan for TWOSUG based on OpenStack official
user group process and event policy, as well as asked for help from our
community to turn TWOSUG official as soon as we possibly can this year.

In brief, the two major issues in TWOSUG are the *communication
channels* and *regular community events*.
1) Most of the current communication channels (including FB group,
Meetup group, user group website, Google group) are controlled and
managed by only one person, that's macjack. We do value macjack's great
efforts in the user group, however, we need him to open up on the
communication channel management in light of the Foundation official
user group process
(https://groups.openstack.org/official-group-process). I've tried all
the channels I could possibly reach him in order to solve this major
issue. Unfortunately no response from him so far. If any of you who can
help to reach him and get him to speak with Darren or I, that would be
really helpful. I've been hoping to solve this issue within our user
group before escalate it to Lauren Sell. However, we have been waiting
for macjack's response for almost half an year. Wish we could improve it
soon.
2) Lacking of regular community events. Speaking to the Foundation, this
is another major issue that we should start working on. Once we have
organised regular events to facilitate community involvement, TWOSUG
should become official one very soon. That's the main reason why I've
made the annual plan for 2016 and been hoping to promote OpenStack
technology in the user group in any level.
There are also some other minor issues such as lacking of event
organisation resources, technical/non-technical sharing, diverse user
involvement. But so far we are making good progress on fixing those issues.
TWOSUS needs everyone's engagement to make it better, especially taking
action at first step. Everyone is very welcome to join the user group
organising team if you would like to make commitment into volunteering
for community work.

discussion to openstack-tw at lists.openstack.org mailing list for wide and
open discussion.
