[Openstack-track-chairs] Call for Speakers Feedback, Next Steps

I can speak for Cisco in that there is no centralized point of contact for
submissions. None of our talks go through a marketing dept./speaker bureau
scrub.

Each of our talks is submitted individually by the people who will be
(hopefully) giving the talks.
