Yes, it’s completely appropriate to communicate with submitters to ask questions, provide suggestions or ask them to make tweak their proposal / approach. The goal is to put together the best possible content.
You should also feel empowered to recruit entirely new speakers, although I would caution that policy is not intended to just be a back door for people you know who missed the deadline. We are entrusting track chairs to make the best judgment calls.
