Agreed, I think it's suboptimal but I would at least encourage
anyone who's interested in coming to attend even if they're not on
the TC. The last thing I want is any sort of "closed" meeting.
However, why wouldn't they be able to expense the hotel stay? It's
not "extra" if it's part of everything else we've got going on.
Refer to it as a "boring business meeting" instead of a conference.

My main concern is venue availability. I know the PTG budget is
tight and every penny of the registration fees are already going
toward the existing booking.
