[openstack-tc] Mailing list for API Users and SDK Authors

Hey all!

I've proposed the creation of a new list:

   https://review.openstack.org/#/c/468046/

aimed at API Users and SDK Authors. I don't normally think the TC needs 
direct involvement in mailing lists - but in this case I think a nudge 
in either direction might help.

The short version is - David Flanders (cc'd) and I have been reaching 
out directly to a bunch of the OpenStack SDK authors who work on things 
outside of the OpenStack dev context. Those conversations so far have 
just been on direct email threads - and it seems like we should get them 
into a mailing list.

The -dev list is a firehose. Asking a person whose primary focus is "I 
work on the openstack4j library" to join it seems like a big ask.

Anne also suggested the -operator list, which is a fair suggestion. I 
don't think that's a good idea for 2 reasons: a) asking a person whose 
primary focus is "I work on the openstack4j library" to join a list 
focused on deploying and operating OpenStack feels weird b) I continue 
to fight the impression that "users" and "operators" are the same thing.

Essentially, I'd like a space that is clearly for "we are people who 
consume the API or help others to consume the API but we don't 
necessarily hack or deploy the services themselves"

If anybody has an objection, let's sort that out. But if you don't have 
an objection, a quick ack would maybe also be nice just so that folks on 
the system-config review list don't feel like they're making some sort 
of larger scoped decision.
