[openstack-tc] PTL Election Report: Nomination Period

Technical Committee Members,
    We are pleased to report that in the August 2017 PTL Election for the
Queens development cycle, 56 of 60 programs have nominated a single PTL
candidate, who shall be elected by unanimous consent.

    For two programs, being Documentation and Ironic, active polls are
underway, and the results will be provided in accordance with the approved
election schedule.

    For the Packaging_Deb program, the current PTL reports that the program
is in the process of retirement, and that no PTL is needed.  In the event
that the TC requires a PTL to be assigned, the incumbent is willing to serve
a partial term until the retirement is complete.  Discussion between
election officials and other members of the program confirmed that this
was a consensus view of many of the current developers, although not
all participants in the program were contacted.

    For the Storlets program, there were no nominees for PTL, and the
current PTL is unable to serve for another term.  In accordance with the
resolution on the process for leaderless programs [1], this mail serves
as notice that the TC should appoint a leader.  Based on communications
with election officals in the program IRC channels, it is suggested that
this leader be selected from the current core reviewers for the program.
