Open Stack

As I mentioned during the meeting yesterday, a lot of us will be in NYC
for OpenStack East and the Ops midcycle next week, and some of those who
don't will be busy preparing for travel to some random point in the
Nevada desert.

That should leave us well below quorum so I suggest we skip the meeting
next week and make the best use of our travel time (to talk with people
in-person, to take a time out) instead.

I propose next TC meeting to be held on Aug 30th, when at least some of
us will be back.
