Open Stack

Hi TC members,

This was on the docket for yesterdays discussion but it was mostly
skipped. Let's solve that on the list instead.

https://review.openstack.org/240427 was recently submitted and made me
think we should really automate the application of the
team:diverse-affiliation tag (have the tag updates be automatically
proposed and their approval fast-tracked). Joe Gordon started working on
that on the governance repo tooling, but that was not completed.

Anyone interested in driving that this cycle ?
