Hi Gilles,

ATC status is linked to participation to official OpenStack programs[1].
You get a voice in electing the TC, and in return the TC has oversight
over the program.

Packstack is not part of an official OpenStack program and therefore
participation to it does not grant ATC status. I'd recommend you author
changes for one of the many projects under OpenStack programs.

NB: It is possible for non-code contributors to be grantes exceptional
ATC status, but it's still about their contributions to an official
OpenStack program (think: UI designers workingon Horizon under the
dashboard program).
