Open Stack

Hi everyone,

Our charter mentions the possibility to grant ATC status for
contributions not resulting in gerrit changes:

"Specific contributors who did not have a change recently accepted in
one of the OpenStack programs but nevertheless feel their contribution
to the OpenStack project is technical in nature (bug triagers, technical
documentation writers...) can exceptionally apply for ATC..."

Jaromir Coufal and Liz Blanchard were recently nominated for their work
on the user experience and design front with the OpenStack dashboard
team, so we'll review their case at the next meeting.

If we decide to grant the ATC exception for them, that exception will be
valid for one year (two elections) for the Horizon PTL election and the
TC election.
