[openstack-tc] Reddwarf application for incubation

Despite that we are _only_ built on existing OpenStack products, i still think we have merit in being a OpenStack affiliated (whatever that means) product. Heat is another example of a product thats built on top of the OpenStack core products, but still provides unique value in the ecosystem. And iirc its an integrated product at this point.

I do agree that the BoD needs to make a decision on this, but should that stop us from making forward progress. Especially if its for the sake of putting pressure on the BoD? Id rather be judged now on merit, but its not my decision to make!
