Open Stack

Hey members of the TC,

I started the discussion on the future of Incubation and what Core
actually means on the openstack-dev ML. Please follow-up there, which
should avoid the ugly cross-posting to moderated list we had in the past
threads.

Note that the BoD wants us to come up with names to participate in their
joint committee by November 26, which means coming up with a motion
designating people to participate by the Nov 20 meeting. That gives us
about two weeks of discussion :)
