Hi,

it turned out recently that for Neutron we miss several .ini files in
data_files directive inside setup.cfg, meaning we don't install those
files via distutils. I've fixed the issue in master [1], and now I've
backported the fix to both stable/icehouse [2] and stable/havana [3].
Please consider [2] and [3] for merge so that distributions can
package those files from install dir.
