Hi all,

it seems trove gate checks are broken. Specifically, the following
tasks are doomed to fail on stable/* for the project:

gate-trove-tox-checkniceness
gate-trove-tox-checksynta
gate-trove-tox-checkdeletions
gate-trove-tox-doc-publish-checkbuild

All probably coming from openstack-doc-gate defined in [1].

F.e. see [2].

Failures are due to those tox environments introduced in master only,
so stable branches should not run those checks.

I'm not very proficient in those templates, so I'd like someone with
more expertise there to update templates not to run those checks on
trove stable/*.
