Correct. A change reordering branch pins for branchless tempest and
similar devstack-gate backward compatibility jobs caused the
periodic stable jobs to no longer run because they use a similar
name pattern. And then nobody noticed for ~3 months until the VMT
spotted a Sphinx/docutils-related failure in Horizon while trying to
land a security backport. They've just been back on for a day or two
now.
