Perhaps I am not aware of that in Japan, although I believe I know
most (at least many) of OpenStack contributors from Japan.

My point is not IRC bouncer itself.
My point is we need to set up IRC bouncer in addition to IRC itself if
we track discussions offline with a single tool.
Do you have any advise to solve this problem?
