Public bug reported:

Setting repo_gpgcheck=1 for RHEL-07-020152 causes some CentOS systems to
become unable to retrieve yum repository information.  In addition, it
has caused gate jobs for the security role to balloon out to 12 minutes
(normally 2-4 minutes).

This affects the RHEL7 STIG work only.
