I marked the OSSA task as invalid because we won't be releasing a
security advisory. The bug task for this in Nova is still very much
open.

Bug description:
In the /cinder/transfer/apil.py, line 86, the source code is below
random.seed(datetime.datetime.now().microsecond)
This code is using seed method to generate a random number, Standard
random number generators should not be used to generate randomness
used for security reasons. For security sensitive randomness a
crytographic randomness generator that provides sufficient entropy
should be used.
