Yes, it was apparently uploaded as a draft. In current versions of
Gerrit, draft changes are basically broken (they're not private
enough to be secret and not public enough to be generally
reviewable). I too recommend avoiding the draft feature and just
marking changes WIP if you don't want to hassle reviewers with them
prematurely.

However, on a positive note, I think this is the first
SecurityImpact change notification since we added that trigger last
fall? It works!
