I think we're still suffering from diverging assumptions about some
things. IMO, there are three types of tests:
functional tests - test that a thing works
stress tests - hammer the thing to make sure it can handle load
performance regression tests - check that this commit performs as well
as the last one
We are fundamentally unequipped to run the second two in any meaningful
way as part of OpenStack Infra right now - and I think that's ok for
now. But let's ignore them for the rest of this - they're a topic for
future.
Our discussions about tests in the gate should at the moment be around
tests that test functionality and what to do with them.
I am of the opinion that we should run every single functionality test
we have at our disposal every time we run anything, because that's how
we ensure that OpenStack works, and that is the current purpose of and
scope of the gate.

Robert - can you provide some help here? It seems like we're blocking on
some engineering challenges that I believe might be easy for you.

I agree, A and B are both important, and separate tasks.
I don't agree that run time is an issue, actually, and if that is an
assertion we're operating under, I'd like to dig more in to why. The
tests have been running between 45 minutes and 1.5 hours for the past 6
months. I don't think that waiting another chunk of weeks is going to
kill us, and I don't think we should not accept new test cases because
of a run time limit. If we need to bump the gate timeout because the run
time is legitimately increased, that's not hard to do.
If at all possible, I'd really like to get things sorted without gating
less.
