In the past month we've added 5 - 7 minutes to the tempest run length. 
We're now regularly going past 45 minutes on runs, which is getting to 
the point of painful for development teams.

I don't want to prevent new tests in, however we do need a way to limit 
what's going on in the gate.

It would be really good to a set of tags on classes and tests of 'gate' 
then we could switch the gate over to that to keep run length in check 
but still allow in new tests. 'gate' would be a similar tag to 'smoke' 
like we have today -

Any volunteers for this? The patches are straight forward, but they will 
take a little time.
