[openstack-qa] Tempest broken post EC2 merge

Actually, it turns out that at least the problem for me was that I didn't realize boto was a new external dependency. I'm sure installing that will at least allow me to run other tests so I can continue working.

I think if you look closely you will see that the tests are spitting
errors into the logs but not actually failing. I reported this problem
and it it is said to be an issue with the version of boto. Folks are
working on it I think.
