If I do this against an ocata placement api:

$ OS_TOKEN=$(openstack token issue -f value -c id)
$ curl -s -H "X-Auth-Token: $OS_TOKEN" http://<placement endpoint ip>:8778/
{"versions": [{"min_version": "1.0", "max_version": "1.4", "id": "v1.0"}]}

Is you loadbalancer for listening on 8778 but pointing to your nova
api port maybe? (Just a random guess.)
