[Openstack-operators] Taking down the App Catalog (apps.openstack.org)

TL;DR is that the apps.openstack.org site will be taken offline at
the end of this month.

A few months ago, the TC removed[1] the App Catalog team from official
governance citing concerns over ecosystem confusion with other more
prevalent and successful application cataloguing services. The Infra
team has, since that time, continued to host the beta-test site[2]
for it but the catalog itself[3] has received no updates for over 6
months now and at this point probably constitutes an attractive
nuisance.

Given that the TC decision (as stated in the commit message for the
above mentioned governance change) says to "no longer expose it on
apps.openstack.org" we probably kept it running longer than we
really should have. The Infra team will therefore be taking down
this service on or soon after Monday, July 31. Please make whatever
preparations you may need if you previously depended on this
service.
