[Openstack-operators] [horizon] access control - restricting some users

Hi,
Is it possible to restrict some users from accessing Horizon?
I've tried changing OPENSTACK_KEYSTONE_DEFAULT_ROLE in local_settings.py to
something that doesn't exist, but after restarting apache it doesn't seem
to have any effect. Users without the non-existent role can still log in,
which seems strange.
I'm running Mitaka.
