Yes.  

I guess my point is isn't that the same compliance issue you have with
cloud in any case.  If the source and destination are sufficiently
isolated (which they must be since you are using them) and one of them
is OpenStack then this Coriolis migration service can run in that
OpenStack environment with the existing level of isolation. At least
that's what I get looking at their diagram
