[Openstack-operators] CentOS 7.3 libvirt appears to be broken for virtio-scsi and ceph with cephx auth

Hi Eric,

The packages are still available for the CentOS 7.2 repos

I can’t say they’re tested and mixing them might yield weird results, but they’re there.
