[Openstack-operators] Live snapshots on the raw disks never ends

Ours was local-disk,

I believe https://review.openstack.org/#/c/208078/ (and/or its followup 
bug/fix) will hopefully help address this. It might not be the same 
issue though (but maybe it is).
