Hi Sinh/Assaf,

Finally found the issue using your inputs,

In /etc/neutron/plugins/ml2/ml2_conf.ini

changed

tunnel_types =

to

tunnel_types = gre


While checking neutron agent code, we found that if tunnel_types =, then
tunneling is diabled.
