How about one "official" mid-cycle (following trend of most other projects/groups) but regional ops groups can pick up the etherpads and dive deeper into topics of interest at the regional level?
Essentially a hub/spoke where each meetup adds content to the same etherpads, etc. thus allowing topics to emerge once per cycle and be worked/discussed iteratively.
