[Openstack-operators] how to filter outgoing VM traffic in icehouse

I heard lots of talk in Paris about having nova-network reach feature parity with neutron.
With neutron, you can specify egress/ingress rules in Horizon, so if nova-network ever got feature parity, it should work *someday*
