[Openstack-operators] FYI: Rabbit Heartbeat Patch Landed

I think everyone is highly interested in running this change or a newer
OSLO messaging in general + this change in Juno rather than waiting for
Kilo. Hopefully everyone could provide updates as they do experiments.
