Just a guess but... It sounds like you’re trying to attach an instance’s network interface directly to your external (‘public’) network which you won’t be able to do, looking at your configuration - i.e assuming your public network is one that’s been created with '--router:external True'. However, I’m guessing that you’re launching an instance as an administrator within that project, which means that nova-scheduler will let you try to do it, but it’ll ultimately fail when neutron refuses to bind an interface to that public network segment - which would explain the errors you’re seeing.
