With Icehouse, your best bet would probably be to run docker on OpenStack VMs (http://tiborsimko.org/docker-on-cern-openstack.html).

There are more options with later releases such as the Nova Docker driver (https://github.com/stackforge/nova-docker) or the new Magnum project (https://github.com/openstack/magnum)
