[Openstack-operators] EXT4 as ephemeral disk

I was always a little bugged by that. Like, if you attach a new cinder volume, you have to 'newfs' it (Really showing my age there)
but if you have ephemeral disk, it already has a filesystem. I agree with Clint's latest comment that maybe the ephemeral disk should not have an FS already.
