It always picks the one with the lowest id in the database. Kind of a terrible trend in Horizon, not just for regions. I asked about a default region during the Atlanta summit in the devops meeting, but I thought it was somewhat resolved by having a selectable region on login. That's pretty unfortunate that it still doesn't work right.
