Hi,
 
This is normal. It is recommended to use floating IP(public interface) to communicate inter-network.
You can see that from route table.

Hi

I have configured OpenStack in VLAN mode with HA networking option and I have worked with this for a month. The infrastructure is composed by 1 controller-compute and N compute nodes. 

Today when I created a new network I noticed that vlanXXX and brXXX are not created in the controller node until a VM is running on this. Is this normal? 

if this is normal, how I can access from controller to the VLAN without waiting for any VM in the controller?
