Open Stack

Hello,

Looking for any tool (automation), for launching 100's of VMs on 
Openstack Compute Nodes.
Is puppet labs/chef useful here ?

Basically we are looking for a tool, where we can specify the Tenant, 
Network details and No. of VMs needs to be created using these details.

Any inputs will be appreciated.
