[Openstack-operators] set max number of instances per compute node

I had a similar issue. The max_cores option should be on the head node and applies to all compute nodes. I could not find a way to have different limits for each compute node. I was looking at modifying the scheduling policy to handle this but am interested in a simpler solution.
